About Us

The ANC Western Cape Caucus is the team of African National Congress Members of the Provincial Parliament dedicated to serving the people of the Western Cape. We are a dynamic group of elected public representatives who bring the voice of our communities into the Western Cape Provincial Legislature. As the official opposition in the province, our Caucus stands firm in holding the provincial government accountable and championing pro-poor, people-centered development. We come from the activist tradition of the ANC – many of us are community organizers at heart – and we carry that spirit into our work every day. Our goal is to bridge the gap between grassroots struggles and legislative action, ensuring that the voices of ordinary Western Cape residents are heard loud and clear in the halls of power

Mission and Vision

Mission: Our mission is to build a better life for all residents of the Western Cape through responsive governance, community activism, and bold legislative action. We strive to advance social and economic justice, fight inequality, and ensure that public resources are used to uplift the poor and marginalized. Guided by the core values of the ANC, we work tirelessly to transform our province into one that truly belongs to all who live in it.

Vision: We envision a united, non-racial, non-sexist, democratic, and prosperous Western Cape where every community enjoys dignity, opportunity, and genuine freedom. Our vision is of a provincial government that is accountable and transparent, and a society in which the legacy of apartheid and colonialism is overcome through real empowerment and equitable development. We see the Caucus as a vehicle to make this vision a reality – by driving progressive policies, standing up for human rights, and always putting people first

Leadership and Members

The ANC Western Cape Caucus is currently composed of eight dedicated Members of Provincial Parliament (MPPs) who represent the ANC in the Western Cape Legislature. Our Caucus is led by Hon. Khalid Sayed, who serves as the Caucus Leader and Leader of the Official Opposition in the Western Cape Provincial Parliament. Under his leadership, we formulate strategy and articulate an alternative vision for provincial governance that prioritizes the needs of the many over the few.
Assisting the Caucus Leader is Hon. Ayanda Bans, our Chief Whip, who ensures discipline and coordination in our ranks so that our actions inside and outside the House speak with one clear voice. The Chief Whip, together with Hon. Nomi Nkondlo as Deputy Chief Whip, organizes the Caucus’s daily work – from legislating to community engagements – and makes sure that every issue our constituents raise gets the attention it deserves. Our team of ANC MPLs is diverse and experienced. Along with the leadership, Hon. Pat Lekker, Hon. Benson Ngqentsu, Hon. Fransie Kamfer, Hon. Beauty Stoffel, and Hon. Rachel Windvogel complete the Caucus. Each member brings unique insights from the communities they come from – be it urban townships, rural villages, or suburbs – and each is assigned to focus on key portfolios like education, health, community safety, economic opportunities, and more. Together, we are united by one common goal: to serve the people of the Western Cape with integrity, passion, and accountability. We take collective responsibility for amplifying the concerns of citizens, crafting solutions, and tirelessly advocating for a province that works for everyone.

Volunteer:

Your time and skills can help empower our communities. Sign up as a volunteer to assist with Caucus outreach programs, community events, and campaigns. Whether you can help organize a local meeting, distribute pamphlets, or lend a hand at our community clean-up days, volunteers are the heart of our activist movement. We provide orientation and training – everyone has something to contribute!

Become a member of the African National Congress and be part of the change you want to see. Joining the ANC means you’ll be connected to your local branch and can influence policy from the ground up. As a member, you can participate in branch meetings, help elect leaders, and vote on important issues. Our strength is in our membership – the more people join, the stronger the voice for pro-people policies in the Western Cape. Petitions & Surveys:

Have your say on issues that matter. We frequently host petitions to put pressure on authorities for urgent changes (for example, fixing a hazardous roadway or stopping a school closure), and conduct surveys to gather public input on policy questions. Check our website and social media for active petitions you can sign and surveys you can fill out. This is a direct way to make your voice heard and help shape our Caucus’s priorities. Every signature counts and every opinion matters

Youth & Branch Outreach:

Youth empowerment and local organization are key to our movement. We encourage young people to get involved through the ANC Youth League and our Caucus’s internship and mentorship opportunities. If you’re a student or young activist, connect with us to learn about youth forums, leadership workshops, and internships in the Caucus where you can learn how governance works. Likewise, we work closely with ANC branches and alliance structures in 6 every community – so if you’re already in the ANC or an alliance partner, come to our Caucus open briefings and branch report-backs. Grassroots structures are where people power lives. Plug in, organize, and let’s transform our communities together.
