The ANC Western Cape Caucus is the team of African National Congress Members of the Provincial Parliament dedicated to serving the people of the Western Cape. We are a dynamic group of elected public representatives who bring the voice of our communities into the Western Cape Provincial Legislature.

As the Official Opposition, we play a vital constitutional role in holding the Provincial Government accountable and ensuring that public power is exercised in the interests of the people — not the privileged few. We bring the voices of communities directly into the Legislature, turning grassroots concerns into legislative action.

Our mission is to bridge the gap between grassroots struggles and legislative action. We strive to ensure that the lived realities of ordinary Western Cape residents shape provincial laws, budgets, and policies. Our mission is to provide principled, disciplined, and effective opposition in the Provincial Parliament by holding the Provincial Government accountable and advancing progressive, pro-poor policies that respond to the lived realities of our people. ANC Caucus Calls for Urgent Action on Township Safety

Cape Town: The ANC Western Cape Caucus has demanded an immediate provincial plan to improve safety in crime-affected townships. In a statement issued today, our Caucus highlighted the surge in gang violence and called on the Western Cape Government to deploy additional resources to protect vulnerable communities. We are pushing for a multi-pronged approach, including better policing, youth prevention programs, and community partnerships to restore peace in our neighborhoods

The Caucus staged a principled walkout during a legislature sitting to protest the provincial government’s failure to address the housing crisis. Our media release condemns the inadequate budget for housing and the slow pace of delivering homes to thousands of backyard dwellers and informal settlers. “Decent housing is a constitutional right, not a privilege,” said Caucus Leader Hon. Khalid Sayed. “We won’t rest until every family in the Western Cape has a safe roof over their heads.”

Statement: Rejecting the Provincial Powers Bill

The ANC Caucus, alongside our alliance partners, has vehemently opposed the DA’s proposed Provincial Powers Bill, which seeks to grab more powers for the provincial government at the expense of national cohesion. In a public statement, we warned that this bill would deepen divisions and inequality. We are mobilizing communities and legal resources to challenge any attempt to undermine our country’s cooperative governance framework. Our stance is clear: we will not allow legislation that risks making the Western Cape a playground for privilege and exclusion

After a series of Caucus-led community meetings across the Cape Flats and rural Boland, we brought dozens of service delivery complaints directly to the legislature. Water shortages in Dunoon, electricity outages in Khayelitsha, and clinic staff shortages in Beaufort West were among the issues raised. Thanks to our persistent questions and motions, the provincial government has committed to urgent interventions in several of these areas. This update shows the power of people’s voices when amplified in Parliament – a victory for community-driven oversight.

What Is the ANC?

The African National Congress (ANC) is South Africa’s oldest liberation movement and the party of Nelson Mandela. Founded in 1912, the ANC led the struggle against apartheid, and in 1994 it became the nation’s f irst democratically elected government. At its core, the ANC stands for the principles of human rights, equality, and justice. It is committed to building a society that is free from racial, gender, and class oppression. In the context of the Western Cape, the ANC is deeply rooted in the community, fighting alongside residents for access to land, housing, quality education, decent jobs, and safety in our neighborhoods. The ANC’s values of unity, non-racialism, and social justice guide our Caucus’s work in the Provincial Legislature. We carry forward the ANC’s proud tradition of activism – from the defiance campaigns of the past to the service delivery protests of today – always striving to give power to the people. By situating our Caucus within the broader mission of the ANC, we ensure that our legislative efforts are not in isolation: they are part of the national and provincial push to transform South Africa into a country that truly belongs to all who live in it, black and white, rich and poor. Leadership and Members

The ANC Western Cape Caucus is currently composed of eight dedicated Members of Provincial Parliament (MPPs) who represent the ANC in the Western Cape Legislature. Our Caucus is led by Hon. Khalid Sayed, who serves as the Caucus Leader and Leader of the Official Opposition in the Western Cape Provincial Parliament. Under his leadership, we formulate strategy and articulate an alternative vision for provincial governance that prioritizes the needs of the many over the few.

Assisting the Caucus Leader is Hon. Ayanda Bans, our Chief Whip, who ensures discipline and coordination in our ranks so that our actions inside and outside the House speak with one clear voice. The Chief Whip, together with Hon. Nomi Nkondlo as Deputy Chief Whip, organizes the Caucus’s daily work – from legislating to community engagements – and makes sure that every issue our constituents raise gets the attention it deserves.

Our team of ANC MPLs is diverse and experienced. Along with the leadership, Hon. Pat Lekker, Hon. Benson Ngqentsu, Hon. Fransie Kamfer, Hon. Beauty Stoffel, and Hon. Rachel Windvogel complete the Caucus. Each member brings unique insights from the communities they come from – be it urban townships, rural villages, or suburbs – and each is assigned to focus on key portfolios like education, health, community safety, economic opportunities, and more. Together, we are united by one common goal: to serve the people of the Western Cape with integrity, passion, and accountability. We take collective responsibility for amplifying the concerns of citizens, crafting solutions, and tirelessly advocating for a province that works for everyone.

Youth & Branch Outreach:
